Camp Pendleton closed to bicycles after 3:30pm

Around 5pm on Wednesday afternoon I attempted to enter Camp Pendleton at Las Pulgas on the way back from San Clemente and was told that the base is closed to bicycles at 3:30pm.  It has been awhile since I've tried to get on the base this late in the day but was surprised when I was turned away.  I was told that Pendleton reopens for bicycle at 7am.  I don't recall seeing anything on the message board about this but could have missed it.  Does anyone know when policy went into effect and if it is only a temporary policy?  Tom
